印度新增12项强制认证产品！出口小伙伴请注意！

2020年4月1日，印度标准局（BIS）发布了新增管控产品的法令。

On April 1, 2020,  (BIS) issued a decree on new regulated products.

2020年4月22日，印度发布技术性贸易措施通报（通报号为G/TBT/N/IND/44/Add.7），公布第4批《电子和信息技术产品（强制注册要求）2012法令》产品目录，新增12项产品，包括2项LED灯具产品、5项信息类产品、3项影音类产品和2项家电类产品，涉及产品有照明、键盘、蓝牙耳机、USB外部硬盘驱动器、电磁炉、电饭煲等。

On April 22, 2020, India issued a technical trade measures circular (Circular No. G/TBT/N/IND/44/Add.7), and announced the product catalogue of the 4th batch of electronic and information technology products (compulsory registration requirements) 2012 decree, adding 12 new products, including 2 LED lighting products, 5 information products, 3 audio-visual products and 2 home appliances products. The products involved include Lighting, Keyboard, Bluetooth Headset, USB Type External Hard Disk Drive, Induction Stove, Rice Cooker, etc.

同时，通报还指出该新增目录将于发布日6个月后实施，即2020年10月1日起生效。

At the same time, the circular also pointed out that the new catalogue will be implemented six months after the date of promulgation, i.e. effective from October 1, 2020.

目前，印度已就《电子和信息技术产品（强制注册要求）2012法令》发布4批产品目录，将56项信息、家电、影音、灯具产品纳入强制注册要求。对于这些产品，法令要求必须在印度BIS认可的实验室进行相应标准的测试及注册，本体或外包装上加贴BIS标志等。

At present, India has issued four batches of product catalogues under the Electronic and Information Technology Products (Compulsory Registration Requirements) Act 2012, bringing 56 information products, home appliances, audio-visual and lighting products under compulsory registration requirements. For these products, laws require that testing and registration of corresponding standards must be carried out in labs recognized by BIS in India, and the body or outer package shall be labeled with BIS logo, etc.

本次新增产品2020年10月1日起生效。在过渡期内国外制造商在印度的代表，如联络处或办事处，可以对已经获得注册号的产品贴上Standard Mark以便于清关，如下图所示：

使用专用的申请书，并准备相关文件向BIS新德里总部申请。

BIS将对查申请者提交的申请文件和资料进行审查，如手续完备，将申请记录在案（申请者须交纳相应的处理费）。

BIS will review the application documents and materials submitted by the applicant, and record the application if the procedures are complete (the applicant shall pay the corresponding processing fee).

初次工厂检验

Initial Factory Inspection

BIS将指派不超过2人的官员团赴工厂检验，而申请者也需承担官员团赴工厂检验的差旅、签证费用等开支及相应的检验费用。

BIS will assign no more than 2 officers to the factory for inspection, and the applicant shall also bear the expenses of travel, visa, etc. and the corresponding inspection expenses.

颁发证书

Issue Certificate

如果初次检验和测试结果合格，且申请者同意认证后执行BIS认可的检验测试方案并支付BIS标识费，BIS可以向申请者颁发证书，证书有效期为1年。

If the initial inspection and test results are qualified, and the applicant agrees to implement the inspection and test scheme approved by BIS and pay for BIS identification fee after certification, BIS can issue a certificate to the applicant, and the certificate is valid for one year.

监督

Supervise

BIS将通过对执证人的常规监督和对工厂、市场上的样品进行突击检查和测试，监督其认证产品的质量。

BIS will supervise the quality of its certified products through regular supervision of the executors and surprise inspection and testing of samples in the factory and market.

印度作为目前全球疫情最严重十国之一。印度总理莫迪却宣布重启经济，从5月25日开始恢复国内航线，开放工业、商业、商店和写字楼等，6月1日将解除长达62天的全国性封锁措施，同日开通旅客列车。
